ensuring compliance with statutory and fiscal requirements, Group policies, standards and tax efficiency; Develop cost and schedule risk models and for ensuring that mitigation actions are pursued. Advise Management of any deviations to plan;
Assist the Project Manager in negotiations with public and private
authorities associated with IUP; Manage and monitor the main project execution contract with APC and for negotiating any variations, amendments or claims relating to this contract;
Produce updated schedules, management reports for IUP, Phase II project, customer projects and corporate, trends and financial reports and present findings and recommendations for any required action to management in a timely fashion;
Monitor the level of Russian content in the project; Ensure all project accounting documents are verified for propriety,
authenticity and compliance with contracts and with prescribed and/or basic accounting policies and procedures;
Timely process invoices and ensure that payments are verified in
accordance with Corporate Finance procedures. Responsible for minimising tax payments; Maintain full documented records of all project activities, payments and contractual matters for audit purposes. Ensure that Document Management is
executed in accordance with Project procedures and that all key documents are recorded in LiveLink; Review and where necessary carry-out audits on effective implementation of accounting and scheduling functions both internally and with regards to contractors and vendor billings and accounting related matters and report the findings to the Project Management;
Ensure that prior to incurring/committing expenditures, proper
authorisation has been obtained and inform the Construction Management of any deviation from established procedural rules;
Draw to the attention of management any error or shortcoming so that corrective action can be taken promptly; Provide Guidance, Support/Training and ensure optimal workload distribution to the assigned staff and Office Operation; Ensure that Project Management Systems are developed in addition to those
from the main project to reflect the needs of the IUP project. This
includes incorporating those processes from the main contractors i.e. APC, Sakhavtodor and FERR; Manage the IUP Change Control process. Establish and manage a Phase 2 project compliance team. This team co-ordinates all Authority approvals and inspections during the construction phase; Manage the obtaining of all approvals to start up the plants and equipment; Secure the operating permits for the project; Be the SEIC responsible for managing the relationship and contact with all 11 local/Rajon community Majors and their administrations (not the County/Oblast level administration) Manage SEIC phase 2 relationships with
approval agencies on Sakhalin Island . Manage the approval team on Sakhalin Island; Guard the Sakhalin Energy business principles; Put particular emphasis on HSE performance due to the team's frequent and long drives on the Island.
